Biography

A government relations and public affairs professional

Edgar Pacheco, Jr. is a government relations and public affairs professional with experience advancing legislative priorities, building advocacy coalitions, and supporting campaigns across Texas. His work has focused on disability rights, education policy, state finance and funding, and helping communities translate policy goals into meaningful action.

Edgar's advocacy began through his personal experience navigating the special education system, which later shaped his commitment to disability rights and public policy. He served as the lead advocate for HB 1252, known as the Edgar Pacheco Jr. Act, which expanded special education due process rights in Texas by extending the statute of limitations for complaints from one year to two years.

In addition to his work on special education policy, Edgar has helped advance education legislation aimed at reforming K–12 systems at all levels. He also advocated for a $2.4 billion investment to increase personal care attendant wages and protect access to essential Medicaid services for medically fragile children and adults. Furthermore, he has advocated for reforms designed to protect these programs from abuse by large insurance and medical companies.

As Founder and Principal of Republic City Advocacy and Consulting LLC, Edgar provides political consulting, public affairs strategy, campaign planning, grassroots organizing, and stakeholder engagement support to candidates, advocacy organizations, and political stakeholders. He has experience working with legislators, state agencies, advocacy organizations, families, and community stakeholders to develop strategy, provide testimony, track legislation, and support coalition-driven advocacy efforts. His experience also includes developing voter outreach strategies, messaging, legislative engagement, coalition management, and community-based advocacy.

Edgar earned his bachelor's degree in public administration from Texas State University and is also a frequent public speaker and presenter on topics related to legislative advocacy, special education, disability rights, and civic engagement.
