Signature Legislation 87th Regular Session

HB 1252 — the Edgar Pacheco Jr. Act

Served as the lead advocate for HB 1252, which expanded special education due process rights in Texas by extending the statute of limitations for complaints from one year to two years — giving families significantly more time to pursue their child's rights.

Funding & Medicaid 89th Regular Session

$2.4 billion for attendant wages and Medicaid access

Advocated for a $2.4 billion investment to increase personal care attendant wages and protect access to essential Medicaid services for medically fragile children and adults.

Education Policy 87th – 89th Sessions

K–12 education reform

Has worked across the 87th through the 89th Legislatures to advance education legislation aimed at reforming K–12 systems at all levels, alongside ongoing work on special education policy.

Protecting programs from abuse

Advocated for reforms designed to protect these programs from abuse by large insurance and medical companies, keeping resources with the families and workers they were meant to serve.

Alongside his legislative work, Edgar has advised local, statewide, and congressional candidates on campaign strategy — helping campaigns define what they are running on, who they need to reach, and how to spend limited time and money to get there.

A recurring focus of that work is message discipline: developing consistent messaging that holds up from the stump speech to the mail piece to the debate stage, so voters hear the same clear case wherever they encounter the campaign.
